時は1962年、冷戦の恐怖に国中が包まれていた。同時期に国家機密部隊「The Bureau」は、詳細不明の強力な攻撃を続けてくる敵についての調査を進めていた。プレイヤーはエージェント・カーターとして、サードパーソン・タクティカル・シューティングスタイルで物語を進めていく。歴史の闇に葬られた戦いの中で隊員の指揮をとり、時には自ら引き金を引き、別世界の侵略者から人類を守りきれ。
